"The American Rescue Plan (ARP)  was enacted to provide state and local governments with the money needed to rescue their budgets and economies during the pandemic. The Treasury administered over $1 trillion of funds appropriated through the legislation. Almost $195 billion went to the states mostly based upon the number of unemployed people in each state. According to the US Treasury, the Act provided funds for many state and local projects, including 'affordable housing, quality education, and public health to reduce the health, economic, and educational disparities that left them more vulnerable to COVID-19.'” The American Rescue Plan, Truth in Accounting, 18 October 2022

The City of Willow Park has chosen its Chapter 380 Agreement with UNCO RE Holdings LLC / Standard Services Restaurant development, on which to spend the city's ARPA funds.

  • "Chapter 380 Grant(s)" shall mean:  5.04 Construction of Lift Station... the City shall construct and install a lift station and extend approximately I, 750 linear feet of forced sewer main, in sizes, capacities and locations as determined by the City in its reasonable discretion, to an area adjacent to and/or near the Property as is depicted in attached Exhibit "C", no later than thirteen ( 13) months after the Effective Date of this Agreement; provided, that if the City is delayed in completing such construction beyond thi1teen ( 13) months after the Effective Date of this Agreement then the three (3) year time period for the Chapter 380 Payments under this Agreement shall extend on a month-for-month basis until such construction is completed. Developer shall be responsible, at its sole cost and expense, for extending its service line to the point of interconnection with the City's sewer main and for the payment of any tap fees.

    • 5. Discussion/Action: to consider redirecting  [$665,153] of the American Rescue Plan Act (ARP Act) funding administered by the U. S. Department of the Treasury, other Federal or State Agency from the new sanitary sewer line along Bankhead Highway to the Wastewater Effluent Line Project.

    • Agenda Item 13. Discussion/Action: to consider the use of the funds from the American Rescue Plan Act to construct a new sanitary sewer line along Bankhead Highway from Ranch House Road to the east city limits.Background: The project consists of approximately 5,500 linear feet of an 8” gravity sewer along Bankhead Highway from Ranch House to the east city limits. This project will allow service to the currently unserved areas east of Ranch House and south of Interstate 20. Exhibits: • Sanitary Sewer Line Map • Preliminary Estimate - Project Total $1,152,768

  • 12 April 2022 Council Meeting   

    • ​Item 11 . Discussion/Action: to approve a resolution for engineering service provider to complete project implementation for the American Rescue Plan Act (ARP Act) funding administered by the U.S. Department of the Treasury, other Federal or State Agency. The City is required to pass the Resolution as per the City Council's selection of Jacob Martin for administrative and engineering services on March 8, 2022 as part of the American Rescue Plan Act funding.

This project consists of furnishing and installation of approximately 1,850 linear feet of 6-inch SDR 26 PVC force main, 435 linear feet of 14-inch bore and encasement, and 95 linear feet of encased sewer line, lift station, and associated appurtenances… The project to be constructed will be financed with assistance from the American Rescue Plan Act and is subject to all applicable Federal and State laws and regulations…” #ARPA, #WastewaterTreatmentPlant

    • 5. Discussion/Action: to consider engineering service provider to complete project implementation for the American Rescue Plan Act (ARP Act) funding administered by the U. S. Department of the Treasury, other Federal or State Agency.#ARPA  / Background: As part of the American Rescue Plan Act funding, the City of Willow Park is required to procure administrative and engineering services. Basing this process to that of the Community Development Block Grant, the City of Willow Park City Council approved a contract with Grant Works, Inc. for these administrative services. Only one Proposal was received, which was from Jacob Martin.

    •  2. Discussion/Action: to approve a resolution authorizing professional service provider(s) selection for the American Rescue Plan Act. [ARPA] / As part of the American Rescue Plan Act funding, we are required to procure administrative and engineering services. Basing this process to that of the Community Development Block Grant, the City of Willow Park asked for Qualifications of various administrative service organizations.

    • Informational: City Manager, Bryan Grimes  gave a brief update on the ARPA Funds. He confirmed the City will not have to mandate vaccinations to accept the funds.

    • Agenda Item: Discussion / Action to authorize the City staff to seek proposals through an RFP for a professional service provider to assist in administration services for the Coronavirus Local Fiscal Recovery Fund programs through the American Rescue Plan Act of 2021./ Background: As part of the American Rescue Plan Act of 2021, Congress has appropriated funds for local governments to be used for various infrastructure projects. Unlike previous funding, it may be necessary to procure administrative services for these funds. By authorizing staff to submit and RFP for these services now, it will help expedite that requirement if needed at a future date.
