  • 25 October 2022 Council Meeting 

    • 6. Discussion/Action: to accept the Acoustical Report from Sowden and Associates.Background: Council had authorized staff to secure an acoustical engineer to review the City’s ordinances and how business are complying with the ordinance. Sowden and associates have concluded their work and has provided the City with the attached report.   • 09 August 2022 Council Meeting

    • 9. Discussion / Action: to enter into agreement with Sowden and Associates for Acoustical Consulting Services.  Background: Staff met with Christopher “Topper” Sowden to discuss noise complaints associated with the Parker County Ice House and securing his services to assist the City in addressing these concerns

  • 10 May 2022 Council Meeting 

    • ​9. Discussion/Action: for the City Council to discuss the City's noise ordinance regulating noise related offenses contained in Article 8.03 of the Code of Ordinances, including the amendment of same. (YouTube Video 47:10)

    • Public Speakers  (YouTube Video 47:10) Of the seven Willow Park citizens who attended for this agenda item, three spoke (Buddy Wright, Hope Olson, James Novack) and of the four PCIH representative, three spoke and interacted with the council. Police Chief West also spoke. 

 

  • Mid April the Parker County Ice House posted the following on their social media; "We love being part of this amazing growing community! And we are so thankful for our staff and regulars. We're asking those who love us to support us at the next city council meeting May 10. Or give the city a call to voice your support for us! Thank you, we are so appreciative! We are honored for the opportunity to provide our guests with a comfortable, family friendly environment to gather and dine. To serve amazing food & beverages from a chef driven fresh kitchen.   • During the Public Comments at the 12 April 2022 Council Meeting, (Agenda, Minutes, Videos), six Willow Park citizens attended to support the three citizens who spoke, complaining — again — about the loud music from the Parker County Ice House. The Community News .pdf reviewed these comments. As an aside this is the fourth council meeting during which citizens complained about noise violations from the Parker County Ice House. In addition, during Item 18 the council asked the noise violations by Parker County Ice House be put on the agenda for the next council meeting; City Manager Bryan Grimes also spoke to the need to resolve this issue.

    • Hope Olsen, Travis Brandon Reeves, Chad Dodson spoke about excessive noice from the Parker County Ice House

    • [Editorial Comment: Although only three spoke, during the 08 March 2022 council meeting,  there were at least a dozen Willow Park citizens in attendance supporting the speakers, including at least five young children, who were must quieter and better behaved than the Parker County Ice House.]

    • Less than a year after opening, the Parker County Ice House is for sale. As of late 2021, Marcus & Millichap has had the commercial listing.

        Transcript: Talk to you tonight about Parker County Ice House.  It's two, three weeks here, they've been open. Uh we've been inundated with the loud music and it's carrying across the interstate. I can actually hear it in my home. I mean, I can't have no peace. I can't hear my TV and I can't sleep. So, I believe they're in violation of the maximum permissible sound level. Section 8.03.007, ...
[City of Willow Park Code of Ordinances Chapter 8 Offenses and Nuisances, Article 8.03 Noise “Regardless of the measurable dB(A) level established above and measured as provided in subsection (c) of this section, the generator of any sound of such a nature as to cause persons occupying or using any property other than the property upon which the sound is being generated to experience physically detectable sound, vibrations or resonance at a distance of more than 1,000 feet from the property line of the property upon which the sound or vibration is generated (measured as set out below) for a continuous period of more than 60 seconds shall also be prima facie evidence of a sound that is unreasonably disturbing, that materially interferes with the enjoyment of life, health or property, or that interferes with public peace in violation of this article.] 
which I am, where I'm living at, I'm not the only one… and it's been ongoing  I don't know what we can do. If maybe we can solve this issue because It's not a good quality of life.

    • Public Comments: Mr. Bryson from Parker County Ice House addressed the Council with an announcement regarding the opening of their new establishment.

 

  • Willow Park Newsletter, August 2020. From the Planning and Zoning department. The city council approved the site development plan for Parker County Ice House at its July 21 meeting, The 3,624 square foot restaurant will sit on the southwest corner of Willow Crossing and Willow Bend Drive and feature outdoor seating and an entertainment area.
