A total of 70+ people attended the Town Hall meeting last Thursday, 29 May 2025, concerning the City's Squaw Creek Road Reconstruction Plan, with a planned completion date of the early 2027. [Index, Squaw Creek Rd City Improvement Project, Willow Park Civics Blog]



Mayor Palmer lead the meeting. The City was also represented by Councilmembers Contreras, Young, and Gilliland, Asst. City Manager Fisher, and City Engineer Gretchen Vazquez. In addition, the meeting was well-managed by Communications and Marketing Director Rose Hoffman.

Derek Turner spoke for the project engineering firm of Jacob and Martin, and two other Jacob and Martin engineers, Nic Kirk and

Talmadge Fillingim, joined Turner for the one-on-one Q&A period at the end of the Town Hall.

• Mayor Teresa Palmer’s Introduction

• Welcomed everyone

• Acknowledged construction frustrations from Ranch House Road and Crown and promised improved communication and coordination this time.


• Derek Turner (Engineer from Jacob Martin) Presentation

• Described the Squaw Creek Road reconstruction from Sam Bass to Ranch House.

• Emphasized the project aims to remain mostly within the existing right-of-way, with exceptions for safety.

• Plans include fully rebuilding the road due to substructure deterioration (not just patching or overlays).

• Both asphalt and concrete are being considered depending on cost and suitability.

• Driveways: Efforts to minimize impact, but some encroachment may be needed in places to meet design and safety criteria (e.g. slope, drainage, K factor).

Contractor Selection

• Question: Is the same contractor who worked on previous projects handling this one?

• Answer: No contractor has been selected yet. It will likely be different.

Water Lines Coordination

• Question: How will the water system work alongside road replacement?

• Answer: Water lines are in poor shape and will be replaced before paving. Timing is still being worked out, but replacing utilities first is standard to avoid re-digging.

Utilities (Internet, AT&T Fiber)

• Question: Will other utilities be coordinated with the project?

• Answer: Yes. Utilities are located and mapped in the design. AT&T and other providers are contacted to coordinate. However, even with careful planning, accidents can happen, so extra steps will be taken to minimize issues.

Pavement Type (Asphalt vs. Concrete)

• Question: How will the final pavement type be decided, given past problems with asphalt repairs?

• Answer: The city plans to bid two alternatives (asphalt and concrete). If concrete comes in at a comparable or lower price, it will be selected.

AT&T Fiber Deployment

• Question: Who contacts AT&T about getting fiber installed during construction?

• Answer: Both the design team and the city will coordinate with AT&T to potentially integrate fiber installation into the project timeline.


Mayor’s Closing Comments

• Stressed that issues like turning radius (to avoid delivery trucks or friends’ cars getting stuck) and ditch safety are key concerns.

• Confirmed that grading would address drainage concerns to avoid flooding or overly deep ditches.

• Promised more Q&A opportunities and one-on-one meetings to discuss specific property impacts.
