Gov. Abbott has called an 89th Texas Legislature, Special Session to start 21 July 2025 and to run for 30 days. Special sessions can only be called by the governor on issues he chooses and can last up to 30 days at a time. Willow Park Civics will provide articles on the lead-up to the Special Session, during the special Session, and the outcomes of the Specil Session.

Special Session #1: 89th TX Legislative Session, 2025

• Special sessions can only be called by the governor on issues he chooses and can last up to 30 days at a time.

Governor Abbott Announces Special Session Date, Initial Agenda, Office of the Texas Governor, 23 June 2025, The Governor also announced he will call a Special Session to begin on Monday, July 21, along with an initial list of agenda items. At this time, the Governor has identified several bills that were vetoed or filed without signature that will be placed on the upcoming Special Session agenda for further consideration: 

Senate Bill 3: Relating to the regulation of products derived from hemp, including consumable hemp products and the hemp-derived cannabinoids contained in those products.

 Senate Bill 648: Relating to recording requirements for certain instruments concerning real property.

Senate Bill 1253: Relating to impact and production fees for certain water projects and to the regulation of certain wells; authorizing a fee.

Senate Bill 1278: Relating to an affirmative defense to prosecution for victims of trafficking of persons or compelling prostitution.

Senate Bill 1758: Relating to the operation of a cement kiln and the production of aggregates near a semiconductor wafer manufacturing facility.

Senate Bill 2878: Relating to the operation and administration of and practices and procedures related to proceedings in the judicial branch of state government.

Abbott will call lawmakers back to Austin to tackle Senate Bill 3, a proposed ban on THC products that he vetoed, as well as five others from his veto list.

A parent-backed plan to keep kids from accessing adult content in public libraries previously passed the Texas House but failed to get a vote in the Senate.

Dozens of Texas GOP lawmakers are asking Gov. Greg Abbott to add legislation protecting minors from sexually explicit materials in public libraries to his special session agenda.

State Rep. Daniel Alders (R–Tyler) and 38 other Republicans in the Texas House signed the June 30 request to Abbott.


A parent-backed plan to keep kids from accessing adult content in public libraries previously passed the Texas House but failed to get a vote in the Senate.



Requested additions include banning taxpayer-funded lobbying and banning in-state tuition for illegal aliens.



The THC ban will be taken up again during the upcoming special session.
