Summary: Thanks to Mayor Palmer's transparent executive management of Willow Park, we now have a list of the salaries and benefits of employees of the three Enterprise Accounts - Water, Wastewater, and Drainage. City Administrator Bryan Grimes did a great job of discussing these salary numbers and how they fit into the three Enterprise Accounts.

Willow Park Enterprise Salaries, June 2025


Thanks to Mayor Palmer's transparent and open, public-service executive management of Willow Park, we now have a list of the salaries and benefits of employees of the three Enterprise Accounts - Water, Wastewater, and Drainage. Note: The Salaries of the General Fund employees will be discussed during the next Budget Workshop at the 08 July 2025 Council Meeting.


These total salaries and benefits were included in the Budget Planning Workshop during one hour of the 24 June 2025 Council Meeting. [1]


Willow Park has three main Enterprise Accounts -- Water, Wastewater, and Drainage -- which are our three main utilities. [2]


As further explanation, Enterprise Accounts are each self-sustaining; the debit and expenses of each Enterprise Account are primarily funded by user fees and charges by each Enterprise Account rather than by tax revenues. Enterprise funds are specialized accounts used to manage the financial activities of services that operate similarly to private businesses.


City Administrator Bryan Grimes did a great job of discussing these salary numbers and how they fit into the three Enterprise Accounts.

• Willow Park Civics Notes from Grimes' Presentation and communications:

• Water Enterprise Account. 13.5 FTEs (full-time equivalents) plus 1.5 or 3 x.5 FTEs(City Administrator, Communications Director, Finance Director) for 15 FTEs, who work for all three Enterprise Funds.

Note: The City Administrator, Communications Director, Finance Director, each spend about half their hours working on Enterprise Funds and the other half on the General Fund, which will be covered next Council Meeting.

• Wastewater Enterprise Account. 2 FTEs

• Drainage Enterprise Account. 0 FTEs. Leaks and repairs in the drainage system are usually done by the Water Enterprise Employees.

[WPC Note: Outstanding Question: the number of FTE during the presentation does not equal the number of FTE in the report; Grimes indicated the details, requested by the Mayor after the agenda was posted 20 June Friday, were provided last minute by the City. We will provide fuller details when they become available.]


• The Parks Director also acts as the Public Works Executive Assistant; handles opeations needs, budget needs, all paperwork.

• The 4% Hourly column is the annual 4% COLA - Cost of Living Adjustment benefit.

• The TMRS column is the annual Retirement benefit, 7% of a 2 to 1 on retirement salary.

• The Insurance column is Health, Vision, Dental benefits.

• The Taxes column is the City's payment into Medicare for employees.

• The Total column is the the Total Compensation for each employee, Salary plus benefits.
